TERMS OF SERVICE
Effective Date: October 8, 2026
1. Acceptance of Terms
By accessing the web portals operated by the MassHire North Shore Career Center (MHNSCC) and the MassHire North Shore Workforce Board (MHNSWB)—located at https://masshire-nscareers.org and https://masshire-northshorewb.com—or by participating in our services in person at our Salem or Lynn offices, you agree to comply with and be bound by these Terms of Service. If you do not agree to these terms, you must cease using our websites and digital systems immediately.
2. Scope of Government Workforce Services
Our digital platforms serve as entry portals for public workforce development, employment matching, and training services. These services are funded in part by United States Department of Labor (USDOL) Employment and Training Administration grants, alongside assorted non-federal grants. We provide universal access and offer reasonable accommodations upon request.
3. Integrated Systems Use Policy
Users registering for programs, workshops, or unemployment matching services acknowledge that their data integrates with systems controlled by the Executive Office of Labor and Workforce Development (EOLWD).
-
- Authorized Use Only: The Massachusetts One-Stop Employment System (MOSES) and MassHire JobQuest are authorized-use government environments. Any unauthorized attempt to upload information, bypass multi-factor authentication (MFA), alter security tiers, or reverse-engineer portal functions is strictly prohibited and subject to state and federal legal prosecution.
- System Monitoring: By utilizing these portals, you acknowledge that all traffic, submissions, and session data may be actively monitored and audited by the Commonwealth of Massachusetts.
4. User Responsibilities & Account Security
If you create an account via MassHire JobQuest or submit information to our local intake databases, you agree to:
-
- Provide wholly accurate, current, and complete information (including valid employment history and mandatory identification fields like SSNs where legally required).
- Maintain the security of your login credentials.
- Use the provided employer visibility controls (such as the “Confidential” toggle) to actively manage who can view your personal contact information.
5. Content Availability & Public Records Notice
All materials, scheduling blocks, virtual webinar links, and informational text on our sites are provided for public benefit. However, all user submissions, form entries, and communications transmitted to MHNSCC or MHNSWB are subject to the Massachusetts Public Records Law (M.G.L. c. 66). The organizations are legally bound to comply with valid disclosure mandates, and users should have no expectation of absolute privacy for non-exempt documentation.
6. Limitation of Liability
While MHNSCC and MHNSWB make every reasonable effort to maintain the accuracy, stability, and security of our online environments, we provide these services on an “as-is” and “as-available” basis. We do not warrant that our digital features will be completely uninterrupted or error-free. We explicitly disclaim liability for any system errors, data inconsistencies caused by statewide database syncing, or unintended disclosures outside our direct administrative control.
7. Governing Law
These Terms of Service are governed by, construed, and enforced in accordance with the laws of the Commonwealth of Massachusetts, without regard to conflict of law principles. Any legal actions arising from the use of these platforms must be filed within the appropriate court system of Massachusetts.
