PRIVACY POLICY
Effective Date: October 8, 2026
MassHire North Shore Career Center (MHNSCC) and MassHire North Shore Workforce Board (MHNSWB) of the City of Salem and in the City of Lynn, Massachusetts, respect and protect your privacy pursuant to Massachusetts General Laws, M.G.L. Ch. 7D Section 2 and M.G.L. Ch. 7D Section 4Cs. Protecting your personal information counts as one of our most important concerns.
This policy applies universally across both of our regional organizational websites (https://masshire-nscareers.org and https://masshire-northshorewb.com), our physical main office in the City of Salem (70 Washington Street, Salem, MA), and our Lynn office location.
As a government dependency, our data security, alignment frameworks, and privacy controls strictly follow the policies established by our parent entity, the Executive Office of Labor and Workforce Development (EOLWD), alongside the standardized enterprise data guidelines of the Commonwealth’s state office website, Mass.gov.

1. Our Strict Non-Disclosure & Marketing Policy
At MHNSCC and MHNSWB, we do not share, sell, or rent consumer personal information—including phone numbers, physical addresses, or other sensitive personal information—to third parties or affiliates for marketing, commercial exploitation, or lead generation.
Furthermore, all mobile opt-in information, including mobile phone numbers and SMS consent, is fully protected and will never be shared with third parties for marketing purposes. All collected data is used solely to serve our customers efficiently and provide explicitly requested information regarding workforce services.

2. Explicit SMS Opt-In Consent Framework
In accordance with our strict data protection standards, MHNSCC and MHNSWB collect explicit SMS opt-in consent through several customer-initiated methods:
    • Web Form Opt-In: Visitors signing up for intake forms or event registrations on our official web domains must manually interact with an unselected checkbox located directly above the submission option. This checkbox features clear compliance text detailing our brand name, messaging frequency, potential message/data rates, and direct links to these policy pages.
    • Paper Form Opt-In: Clients visiting our physical center at 70 Washington Street in Salem fill out hardcopy documentation featuring a dedicated mobile number field. A separate, unchecked disclosure box—identical to our web criteria—must be physically checked or signed to grant messaging consent.
    • Verbal or Phone Opt-In: During inbound telephone inquiries, career center personnel utilize a strict, recorded verbal script. Staff disclose the parameters of the SMS program (e.g., webinar alerts, career updates), state data rate disclosures, emphasize that consent is entirely optional, and record a definitive timestamp in our internal database upon receiving verbal confirmation.

3. Automatically Collected Digital Data
Whenever you interact with our websites, certain non-identifying technical data is automatically captured to track system performance and user trends. This includes:
    • Domain names and IP server points
    • Dates and access timestamps
    • Referring site URLs and navigation logs

This automated log infrastructure does not absolutely identify you as an individual user.

4. Personally Identifiable Information (PII)
Certain workforce workflows require the voluntary submission of Personally Identifiable Information (PII) to function. This occurs when you complete application fields for specific trainings, register for job readiness webinars, or submit specialized service requests.

5. Integration With Statewide Databases (MOSES & JobQuest)
To deliver optimal career counseling and employment matching, our offices integrate directly with statewide data environments managed by the EOLWD.
A. The Massachusetts One-Stop Employment System (MOSES)
During interviews, intake procedures, or ongoing casework, staff securely enter your data into the statewide MOSES central database.
    • Data Fields Collected: Identification details, personal tracking data, employment history, Unemployment Insurance (UI) records, wage details, and Federal Taxpayer Information (FTI).
    • Medical & Sensitive Data: Case managers strictly document sensitive elements, such as workplace injury histories or medical treatment statuses, only when explicitly relevant to delivering required accommodation services.
    • Confidential Tagging: Staff are required to use the “Confidential” toggle button in MOSES for sensitive notes. This restricts visibility strictly to the assigned primary case manager and authorized supervisory personnel.
    • Employee Compliance: Every employee or system user granted access to MOSES must execute a binding, formal Data Integrity and Confidentiality Agreement.
    • System Safeguards: Access by non-state users or through AppStream pipelines requires mandatory multi-factor authentication (MFA) under active Department of Career Services (DCS) policy issuances. The system is monitored and audited regularly.

B. MassHire JobQuest Platform
When you register an account on the MassHire JobQuest portal, data matches directly into the MOSES database via the following parameters:
    • Social Security Numbers (SSNs): JobQuest requires an SSN upon account creation. This acts as a federally mandated unique identifier to cross-reference state records for UI claim validity and prior One-Stop Career Center histories.
    • Staff Access: Shared JobQuest profiles are accessible to regional staff in Salem and Lynn to verify service tallies, log event attendance, or provide career coaching.
    • Employer Visibility Controls: By default, registered employers seeking talent can view your uploaded résumé and message you through a “Job Inbox.” However, JobQuest provides clear user privacy settings allowing you to toggle your contact details to “Confidential” to block direct employer viewing.

6. Statutory Limitations & Public Records Law
Because MHNSCC, MHNSWB, and the databases we utilize (MOSES, JobQuest) operate under government administration, all records and communications are legally subject to the Massachusetts Public Records Law (M.G.L. c. 66) and the State Fair Information Practices Act (FIPA) under M.G.L. c. 66A.
Information submitted to us may become public record and subject to public disclosure requests if no statutory exemptions apply. Highly sensitive fields (such as SSNs) are strictly protected from public exposure by law; however, absolute confidentiality for standard documentation cannot be guaranteed under legal requests or state audits.
